What happens to your file between the counter and the cause list. Five stages. You hold an FR number for all of them.

  1. Counter Submission

    Rule

    The file is accepted at Counters 1–3 on the outer wall (outside Gate 5) and an FR (Filing Registration) Number is generated.

    What you hold

    FR Number.

    Watch for

    • Record the FR number before leaving the corridor.
    • The FR number is not a case number and cannot be cited.

  2. Allotment Branch

    Rule

    The file is routed to the Allotment Branch and assigned to a case worker for scrutiny.

    What you hold

    FR Number.

    Watch for

    • Nothing is actionable at this stage. Do not chase it.

  3. Scrutiny by Case Worker

    Rule

    The case worker checks the file against registry requirements and raises objections if anything is short.

    What you hold

    FR Number, and objections if any are raised.

    Watch for

    • This is where a missing service seal or a stamp shortfall surfaces — days after filing.
    • Objections raised here go to the Compliance module.

  4. Compliance Clearing

    Rule

    You cure each objection and the Compliance Section clears the file.

    What you hold

    FR Number, cleared objections.

    Watch for

    • The file does not move until every objection is cleared.
    • Clear them together — one trip, not one trip per objection.
    • DEADLINE: if objections sit unattended too long, the matter is listed before the Registrar for default. Do not let a slip gather dust.

  5. Typing & Number Conversion

    Rule

    The file is typed and the FR Number converts into a permanent Main Case Number.

    What you hold

    Main Case Number — e.g. WP No. XXXXX/2026.

    Watch for

    • From this point the matter is citable and appears in listings.
    • Stop referring to the FR number in correspondence.
